Roger Picard (Democratic Party) is a member of the Rhode Island State Senate, representing District 20. He assumed office on January 6, 2009. His current term ends on January 7, 2025.

Picard (Democratic Party) ran for re-election to the Rhode Island State Senate to represent District 20. He did not appear on the ballot for the Democratic primary on September 10, 2024.

Picard served in the Rhode Island House of Representatives from 1992 to 2008. During that time, he served as Deputy Majority Leader.

On April 9, 2024, Picard announced he would not seek re-election to the Rhode Island State Senate District 20. [1]

Biography

Picard earned his B.A. and B.S. from the University of Rhode Island in 1979 and his M.S.W. in social work from Rhode Island College in 1995. His professional experience includes working as social worker and for the Woonsocket Education Department.[2]

Picard was re-elected to District 20 in 2010. Picard defeated Republican Steven Orsini in the November 2 general election. He defeated Roger Jalette, Sr. in the September 14 Democratic primary.[13][14]

Grants to nonprofit organizations

In 2012, Rhode Island lawmakers issued 1.9millioninlegislativegrantstononprofitorganizations.ThesegrantswereawardedonanonpartisanbasisbyHouseSpeaker[GordonFox](/Gordon1.9 million in legislative grants to nonprofit organizations. These grants were awarded on a nonpartisan basis by House Speaker [Gordon Fox](/Gordon%5FFox "Gordon Fox") and Senate President [Teresa Paiva-Weed](/M.%5FTeresa%5FPaiva-Weed "M. Teresa Paiva-Weed") and were chosen based on the merits of the organizations' applications and requests by individual lawmakers. Though the [Rhode Island Supreme Court](/Judgepedia:Rhode%5FIsland%5FSupreme%5FCourt "Judgepedia:Rhode Island Supreme Court") ruled that the legislature has the authority to create grants as part of the budget, some critics called these grants wasteful government spending and said the money could be used to influence votes. Lawmakers in support of the grants claimed that they went to community organizations that were struggling to fill fundraising gaps or make up for a lack of resources that may no longer be available at the municipal level. According to an August 2013 report in Go Local Prov News, Picard was among the top 25 lawmakers who sponsored the most in grant funding, obtaining 1.9millioninlegislativegrantstononprofitorganizations.ThesegrantswereawardedonanonpartisanbasisbyHouseSpeaker[GordonFox](/Gordon27,500 for community organizations.[17][18]
