EnvironmentError (including subclass IOError) has special treatment when constructed with a 2-tuple or 3-tuple. A four-tuple turns off this special treatment (and was used by urllib for that reason). As of 2.5, a four-tuple raises a TypeError instead of just turning off the special treatment.

Wasn't that already fixed in #1566800?
