files in Modules/expat reference a file COPYING for the copyright/license, but this is file is not included in the Python sources. Proposing to add the attached file, taken from the expat sources.

Same here. We also have sections "Licenses and Acknowledgements for incorporated software", e.g. in Doc/license.rst ; the text should be added there too.
