A Comissão Carrothers, formalmente a Comissão Consultiva para o Desenvolvimento do Governo nos Territórios do Noroeste, foi uma comissão criada pelo governo do Canadá para estudar o futuro do governo dos Territórios do Noroeste. It was led by A.W.R. Carrothers, Dean of law at the University of Western Ontario. The other two members were Jean Beetz, law professor at the University of Montreal and a noted authority on the Canadian Constitution and John Parker, the Mayor of Yellowknife at the time and a mining engineer. The commission was established in April 1963 by the government of Lester B. Pearson. The three-man membership was appointed in 1965. It conducted surveys of opinion in the NWT in 1965 and 1966 and reported in 1966. Major recommendations included that the seat of government of the territories should be located in the territories (the Northwest Territories Legislative Council was based in the national capital, Ottawa, at the time). Yellowknife was selected as the territorial capital as a result. Transfer of many responsibilities from the federal government to that of the territories was recommended and carried out. This included responsibility for education, small business, public works, social assistance and local government. The commission also reported that while division of the NWT was not advisable at that time, it was in the long term probably desirable and inevitable. These findings eventually led to the creation of Nunavut. Pearson dans le but de trouver une solution aux ressentiments des résidents des Territoires du Nord-Ouest qui avaient l'impression d'avoir peu ou pas de contrôle sur la gestion de leur territoire Après des enquêtes et des sondages de l'été 1965 au printemps 1966 dans 51 communautés des TNO, la commission dépose son rapport en 1966. Parmi les recommandations émises, le transfert de l'Assemblée législative des Territoires du Nord-Ouest d'Ottawa vers Yellowknife, qui sera réalisé en janvier 1967, ville choisie en raison de sa situation géographique et de l'accès aux principaux moyens de communication et de transport. D'autres recommandation visaient aux transferts de responsabilités en matière d'éducation, de petites entreprises, de travaux publics, d'assistance sociale et de gouvernance locale. La commission a également conclu que la partition des TNO, même si elle ne semblait pas envisageable au moment du dépôt du rapport, demeure tout de même souhaitable et inévitable à long terme. Un plébiscite sur la partition eut lieu en 1982 avec un résultat positif, conduisant à la création du Nunavut en 1999.
