A combined authority is a type of local government institution introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. Combined authorities are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain delegated functions from central government in order to deliver transport and economic policy more effectively over a wider area. Combined authorities are created in areas where they are considered likely to improve transport, economic development and regeneration. There are currently ten such authorities, with the Greater Manchester Combined Authority established on 1 April 2011, four others established in April 2014, two in 2016, two more in 2017 and one in 2018. 통합 당국 (Combined authority)는 잉글랜드의 행정 구역 단위이자 지방 정부 주체이다. 그레이터런던을 제외한 지역에 적용되는 제도로서 (Local Democracy, Economic Developement and Construction Act 2009) 제정으로 출범되었다. 통합당국은 각 지역 정부가 자발적으로 모여서 구성하며, 중앙 정부로부터 특정 권한을 위임받아, 교통과 경제 정책을 더 넓은 지역에 걸쳐 보다 효과적으로 적용하기 위해 적절한 책임을 다한다. 통합 당국은 교통 개선, 경제개발, 지역재생이 필요한 지역에 설치된다. 2011년 4월 1일 출범을 시작으로, 2014년 4개, 2016년 2개, 2017년 1개, 2018년 1개가 설치, 현재 총 10개가 설치되어 있다.
