Corruption in Romania has decreased in recent years. In particular since 2014, Romania undertook a significant anti-corruption effort that included the investigation and prosecution of medium- and high-level political, judicial and administrative officials by the National Anticorruption Directorate. The National Anticorruption Directorate was established in 2002 by the Romanian government to investigate and prosecute medium and high-level corruption related offenses, using a model of organization inspired by similar structures in Norway, Belgium and Spain. Adrian Zuckerman, the US Ambassador in Romania, has stated in 2021 that "the rule of law has been strengthened in Romania". Gemäß Umfragen glauben 96 Prozent der Rumänen, dass Korruption zu den schwerwiegendsten Problemen im Land gehöre. Ein Drittel der Befragten konnte 2012 Beispiele für die Zahlung von eigenen Schmiergeldern in den letzten 12 Monaten angeben. Die rumänische Sprache kennt 30 Redewendungen für die Umschreibung von Schmiergeld. Bereits in den ältesten rumänischen Texten kamen die ursprünglich slawischen und türkischen Begriffe bacșiș, ciubuc, șperț, șpagă und mită vor. Rumänien belegte im Korruptionswahrnehmungsindex von Transparency International im weltweiten Vergleich 2018 Platz 63 und lag 2021 auf Platz 66, womit es zu den Schlusslichtern der EU gehört. Zwar ist der innenpolitische Wille und der außenpolitische Druck – besonders durch die EU – für Reformen vorhanden, jedoch sind die Sicherheitsbehörden und die Justiz dabei strukturelle Gründe für das Phänomen und mit ihrer Aufgabe oftmals überfordert oder selbst Teil des Problems.
