She is active in politics as a member of the centrist Brazilian Social Democracy Party, and was the first woman to sit in the Brazilian Senate. She has Master's, Doctoral and Postdoctoral degrees in Sociology. Blay sits on the board of the Remember the Women Institute In 1986, she was elected first alternate to Senator Fernando Henrique Cardoso, replacing him when the incumbent was successively Minister of Foreign Affairs (1992-1993) and Minister of Finance (1993-1994) in the Itamar Franco administration. Victorious in the 1994 election, the incumbent resigned to assume the President of Brazil, therefore making Blay senator for the state of São Paulo, completing the term that would end in January 1995. Es una pionera del derecho de las mujeres en el Brasil, y es fundadora del Centro de Estudios de Género, y de los Derechos de la Mujer, de la Universidad de São Paulo.​ Se ha especializado en relaciones de género, violencia, identidades étnicas; e inmigración judaica.​ En 1986, fue elegida primera suplente del senador federal Fernando Henrique Cardoso, sustituyéndolo cuando el titular fue sucesivamente Ministro de Relaciones Exteriores (1992-1993) y luego Ministro de Hacienda Archivado el 20 de enero de 2010 en Wayback Machine. Victorioso en el litigio electoral de 1994, el titular renunció definitivamente a su mandato para asumir la Presidencia de la República, y con eso Eva Blay fue hecha efectiva senadora por el Estado de São Paulo, completando el mandato que terminaría en enero de 1995. Desde la década de 1960, formó parte activa de grupos políticos de izquierda movilizándose contra el régimen de opresión brasileño de 1964. Fue partícipe de los ideales revolucionarios académicos.​ Tomó contacto profesionalizado con el feminismo cuando, después de terminar la licenciatura en sociología, estaba buscando un tema para graduarse.
