He Puapua ("A break") is a report commissioned in 2019 by the New Zealand Government to inquire into and report on appropriate measures to achieve the goals set out by the United Nations Declaration on the Rights of Indigenous Peoples. The report was conducted by the Ministry of Māori Development, who set up a working group made up of five non-state representatives along with four government officials.
