The government of Belarus is criticized for its human rights violations and persecution of non-governmental organisations, independent journalists, national minorities, and opposition politicians. In a testimony to the United States Senate Committee on Foreign Relations, former United States Secretary of State Condoleezza Rice labeled Belarus as one of the world's six "outposts of tyranny". In response, the Belarusian government called the assessment "quite far from reality". During 2020 Belarusian presidential election and protests, the number of political prisoners recognized by Viasna Human Rights Centre rose dramatically to 1062 as of 16 February 2022. Several people died after the use of unlawful and abusive force (including firearms) by law enforcement officials during 2020 protests. According to Amnesty International, the authorities didn't investigate violations during protests but instead harassed those who challenged their version of events. In July 2021, the authorities launched a campaign against the remaining non-governmental organizations, liquidating at least 270 of them by October, including all previously registered human rights organizations in the country. President Alexander Lukashenko has described himself as having an "authoritarian ruling style". Western countries have described Belarus under Lukashenko as "Europe's last dictatorship"; the government has accused the same Western powers of attempting a regime change. The Council of Europe has barred Belarus from membership since 1997 for undemocratic voting and election irregularities in the November 1996 constitutional referendum and parliament by-elections. Dozens of Belarusian government officials responsible for political repressions, forced disappearances, propaganda, and electoral fraud have been subject to personal sanctions by the United States of America and the European Union. Sur le plan judiciaire, il est accusé d'organiser des procès inéquitables favorisant la répression des dissidences, l'éloignement des opposants politiques et des défenseurs des droits humains ; de non-respect des droits de l'enfant en leur imposant, notamment, des peines d'emprisonnement pouvant s'accompagner de sévices physiques ; d'avoir recours secret à la peine de mort ; et de non-respect des droits des personnes migrantes, des réfugiés et du droit à la santé. Le président Alexandre Loukachenko s'est décrit comme ayant un « style de gouvernement autoritaire ». Les pays occidentaux ont décrit la Biélorussie sous Loukachenko comme « la dernière dictature d'Europe » ; le gouvernement biélorusse a accusé ces mêmes puissances occidentales de tenter d'imposer un (en). Le Conseil de l'Europe exclut la Biélorussie de l'adhésion depuis 1997 pour vote antidémocratique lors du référendum constitutionnel de novembre 1996, qui signe une recrudescence de l'autoritarisme d'État, et de manière générale pour l'organisation non démocratique des élections systématiquement entâchées d'irrégularités, comme c'est à nouveau le cas lors de l'élection présidentielle biélorusse de 2020. Белоруссия является членом ООН, СНГ и ОБСЕ, взаимодействует с органами Совета Европы. С 1990-х гг. РБ сняла большинство оговорок к основным международным договорам в области прав человека, подписала и ратифицировала большинство конвенций в области прав человека, в частности, ряд факультативных протоколов, обеспечивающих возможность индивидуальных заявлений в договорные органы. РБ сотрудничает с договорными органами при рассмотрении таких заявлений, несмотря на то, что, по мнению России, нередко договорные органы превышают свои мандаты в ходе вынесения замечаний общего порядка. Комиссия по правам человека ООН в 2004 году установила мандат специального докладчика по правам человека в Белоруссии. Докладчиком стал Адриан Северин. В 2007 г. Совет по правам человека ликвидировал этот пост; в 2012 году Совет восстановил мандат специального докладчика, хотя и без международного консенсуса. Должность докладчика по Белоруссии существует в ПАСЕ. Республика Беларусь при поддержке России, Китая, Кубы, Эквадора и Индии оценивает данные мандаты как инструмент политического давления. (ru)

The government continued to refuse co-operation with the UN Special Rapporteur on human rights in Belarus. At least four people were executed and four people were sentenced to death. (en)
President Alyaksandr Lukashenka secured a fifth term in the October 2015 presidential election, which failed to meet international standards, according to observers from the Organization for Security and Co-operation in Europe . The government was rewarded for the steps it had taken to improve its still-repressive human rights situation when the European Union and the United States granted the country temporary relief from sanctions. Belarus' human rights friendly rhetoric was not supported by genuine human rights improvements in 2016. The death penalty remains in use. Officials continue to prosecute human rights activists and critical journalists on spurious charges. Legislative amendments further restricted freedom of expression by expanding the definition of "extremism" and by banning dissemination of certain types of information among children under the false pretense of protecting them. International observers recognized some progress during the September parliamentary elections, but called for additional reforms. (en)
