ميثاق دلهي أو ميثاق نهرو ـ لياقات هو ميثاق عُقد في 8 نيسان 1950 م بين رئيس وزراء الهند جواهر لال نهرو و رئيس وزراء باكستان لياقات على خان إثر قَطع العلاقات الاقتصادية بين البلدين في كانون الأول 1949 م ونزوح آلاف الهندوسيين من باكستان الشرقية (بنغلاديش اليوم) إلى الهند، وآلاف المسلمين من البنغال الغربي إلى باكستان الشرقية، خلال عام 1950 م. أكّد الميثاق على حقوق الأقليات في البلدين، وكان من نتائجه عودة كثير من النازحين إلى ديارهم. The Liaquat–Nehru Pact (or the Delhi Pact) was a bilateral treaty between India and Pakistan in which refugees were allowed to return to dispose of their property, abducted women and looted property were to be returned, forced conversions were unrecognized, and minority rights were confirmed. The treaty was signed in New Delhi by the Prime Minister of India Jawahar Lal Nehru and the Prime Minister of Pakistan Liaquat Ali Khan on April 8, 1950. The treaty was the outcome of six days of talks sought to guarantee the rights of minorities in both countries after the Partition of India and to avert another war between them. This pact also introduced visa system for refugees and free passage of refugees across border was restricted. Minority commissions were set up in both countries. More than one million refugees migrated from East Pakistan (now Bangladesh) to West Bengal in India. (en)
O Pacto Liaquat-Nehru ou Pacto de Delhi foi um tratado bilateral entre a Índia e o Paquistão, assinado em Nova Delhi pelo primeiro-ministro indiano Jawaharlal Nehru e o primeiro-ministro paquistanês Liaquat Ali Khan, em 8 de abril de 1950, onde foi decidido que os refugiados seriam autorizados a retornar para dispor de suas propriedades sem serem molestados, as mulheres sequestradas e bens saqueados seriam devolvidos, conversões forçadas foram reconhecidas, e foram confirmados os direitos das minorias. O tratado foi o resultado de seis dias de negociações em que ambos os países procuravam garantir os direitos das minorias após a partição da Índia e evitar uma nova guerra entre eles.
