Während der Deutschen Besetzung Dänemarks im Zweiten Weltkrieg spielte er eine wichtige Rolle im dänischen Widerstand. 1942 war er an der Gründung der Untergrundzeitung Frit Danmark beteiligt und 1943 an der Gründung des dänischen Freiheitsrates (Frihedsråd), einem parteiübergreifenden Lenkungsgremium des dänischen Widerstandes. Er war Mitverfasser des Widerstandsprogramms Wenn Dänemark wieder frei ist vom November 1943. Im Oktober 1944 wurde er von der Gestapo verhaftet und konnte im März 1945 nach dem britischen Luftangriff auf die Gestapozentrale im Shellhaus in Kopenhagen fliehen. Nach dem Krieg wurde er Minister in der Übergangsregierung von Vilhelm Buhl und Parlamentsmitglied von 1945 bis 1950. Im Jahr 1958 verließ er die Kommunistische Partei wegen der sowjetischen Judenverfolgung und der Niederschlagung des ungarischen Aufstandes und gründete mit Aksel Larsen im Folgejahr die Socialistisk Folkeparti. Von 1966 bis 1972 war er Rektor der Universität Kopenhagen, an der er während der Studentenbewegung von 1968 die Demokratisierung voranbrachte. In the 1930s, he headed the Socialistiske Læger (Social Physicians) who opposed Fascism. During the Second World War and the German occupation of Denmark, he played a strategic role in the Danish resistance movement. In 1942, he helped to set up the Frit Danmark, the illegal non-partisan resistance newspaper, and became an active member of the Danish Freedom Council (Frihedsrådet) in 1943. He was arrested by the Gestapo in October 1944 but escaped in March 1945 after their headquarters in the Shell building were bombed by the Royal Air Force. After the war, he continued his political career, first as a Communist but in 1958 he left the Communist Party of Denmark and founded the Socialist People's Party together with Aksel Larsen. From 1966 to 1972, he was rector of the University of Copenhagen. He was rector during the protests of 1968 and in cooperation with the students he made democratic reforms of university governance.
