Der Small Arms Master Plan (dt. „Übersichtsplan für Handfeuerwaffen“; abgekürzt SAMP) war ein US-amerikanisches Entwicklungsprogramm in den 1990er-Jahren, in dem revolutionäre neue Infanteriewaffen für die United States Army erarbeitet werden sollten, was teilweise misslang. Die Abkürzung OICW (Objective Individual Combat Weapon) wird oft auch für das Gewehr HK XM29 verwendet, das unter anderem aus diesem Programm hervorging. Das Programm inspirierte auch andere Länder, welche daraufhin ebenfalls an solchen Waffensystemen forschen.

Like the ACR program, it has largely been a failure in terms of achieving the specific program goals (e.g., replacing the M16) and has cost millions of dollars, but has resulted in many innovative weapons and weapon concepts as well as offshoot programs of its own. В 2004 году в связи с недостаточной эффективностью поражающего действия 20-мм гранаты ABM (Air Burst Munition) и необходимостью увеличения калибра гранатомётной части, комплекс был разделён на две независимые системы — 5,56-мм модульный автомат XM8 (OICW Increment 1) и 25-мм самозарядный ручной гранатомёт XM25 (OICW Increment 2), разработка которых в настоящий момент заморожена. Возобновление разработки единого комплекса XM-29 планируется после отработки независимых подсистем и преодоления весовых ограничений за счёт использования ряда усовершенствований и новейших достижений, в том числе, датчиков и электронных компонентов, композиционных материалов, источников питания, керамических стволов, беспроводных разъёмов и перспективных цифровых технологий. Одновременно считается, что 25-мм граната управляемого подрыва позволит поражать помимо открыто расположенных целей, также укрытые цели, — использующие складки рельефа и элементы защитных сооружений и техники.
