RailNetEurope est une association de droit autrichien fondée le 24 septembre 2002. Elle réunit plusieurs dizaines de gestionnaires d'infrastructure ferroviaire de la plupart des pays d'Europe. Le but de l’association est de simplifier et de stimuler les transports ferroviaires européens, notamment par la disparition d'obstacles organisationnels et administratifs, la mise en place de structures de marketing et de distribution communes.

Dies geschah vor dem Hintergrund der Liberalisierung der Eisenbahnmärkte in der Europäischen Union im Zuge der Interoperabilitätsziele und baut auf den bislang existierenden bi- und multilateralen Kooperationsverträgen zwischen den Mitgliedern auf, welche die gegenseitigen Netzzugangs- bzw. Streckennutzungsrechte beinhalteten. Damit war auch eine Trennung der bislang im aus der Europäischen Fahrplankonferenz (EFK) hervorgegangenen Forum Train Europe (FTE) zusammengeschlossenen Eisenbahninfrastruktur- und -verkehrsunternehmen erforderlich. Die Verkehrsunternehmen sind weiterhin im FTE organisiert. Der internationale Eisenbahnverkehr wird von etwa 120 Eisenbahnverkehrsunternehmen durchgeführt, welche die Hauptzielgruppe der RailNetEurope bilden. (fr) RailNetEurope (RNE) is a non-profit making association whose aim is to enable fast and easy access to the European rail network, as well as to increase the quality and efficiency of international rail traffic. Currently RailNetEurope counts 37 members, who are rail Infrastructure Managers and/or Allocation Bodies, with a combined rail network totalling well over 230,000 km across Europe. RNE does not operate any train services; this is done by Railway Undertakings (RUs), also known as Train Operators, who cannot be members of RNE.
