Richard "Dick" Lehman (12 June 1923–17 February 2007) joined the Central Intelligence Agency in 1949 and served for 33 years before retiring. As a junior analyst, he worked in the General Division of the Office of Reports and Estimates (ORE) using SIGINT to puzzle out the organization and output of various Soviet industrial ministries. He then spent much of his career in the (OCI), eventually serving as its director from 1970 to 1975. Lehman also served as Director of the from 1975 to 1976, as Deputy to the DCI for National Intelligence from 1976 to 1977, and as chairman of the National Intelligence Council from 1979 to 1981. [1]
