Seghir Mostefaï, né en 1926 à Bordj Bou Arreridj, en Algérie, est un avocat et haut responsable algérien. Diplômé en droit et économie de la Sorbonne, il est le gouverneur de la Banque d'Algérie pendant près de vingt ans. Il a notamment joué un rôle clé dans la résolution de la crise des otages américains en Iran. Il meurt le 21 janvier 2016 à Alger.

He graduated with a master's degree in law and economics from Sorbonne University, Paris. Long time anti-colonial activist with responsibilities in the political independentist organization in Algeria and later in exile in Tunis, he participated to the negotiation of the Évian Accords leading to the independence of Algeria. He founded the Central Bank of Algeria, created the national currency and served as Governor of the Central Bank, representing Algeria at the board of the IMF for 20 years. Mostefai played a key role in the negotiations for the liberation of the American hostages in Tehran in 1981. He died on 21 January 2016, at the age of 89.
