Er stellte zunächst die omanischen Angriffe auf die britische und holländische Handelsschifffahrt ein, die unter seinem Vater eingesetzt hatten. Damit sollten Gegenangriffe Britanniens und Hollands auf den omanischen Handel vermieden werden. Oman griff in der Folgezeit nur noch die portugiesische und persische Schifffahrt an. Unter Saif II. begannen die Spannungen zwischen den Stämmen der Azd und , die sich in der Folgezeit in die Fraktionen der Hinawiy und Ghafiry aufspalteten. Diese neuen Gruppierungen sollten in der Folgezeit bei den dynastischen Machtkämpfen eine große Rolle spielen. Sultan ibn Saif II. starb 1718 in seiner neu errichteten Residenz al-Hazm. Unter seinem minderjährigen Nachfolger Saif ibn Sultan II. (1718–1743) brach erneut ein Bürgerkrieg aus und führte zum Untergang der Yaruba-Dynastie. After his death, leaving a young son as his successor, the country degenerated into civil war. Sultan bin Saif II succeeded his father, Saif bin Sultan, when he died in 1711. He established his capital at Al-Hazm on the road from Rustaq to the coast. Now just a village, there still are remains of a great fortress that he built there around 1710, which contains his tomb. When Sultan bin Saif II died in 1718, his popular twelve-year-old son Saif bin Sultan II was nominal successor. The ulama instead elected Saif's older brother Muhanna as Imam, who was soon replaced by his cousin Ya'arab bin Bel'arab, who then had to resign in favor of Saif bin Sultan II. A civil war commenced. Questi nuovi gruppi svolsero un ruolo importante nelle successive lotte per il potere dinastico. Morì nel 1718 e gli succedette il figlio dodicenne Sayf. Gli ulama preferirono chiamare a succedergli suo fratello Muhanna che presto venne sostituito da suo cugino Ya'arab bin Bel'arab, che poi dovette abdicare a favore di Sayf.
