History:
In 1938, the traditional Aerosalon was held in Paris, and here the Dutch company Fokker surprised the professional public with its prototype fighter aircraft D-XXIII. The pilot sat between the two engines, such a solution quite logically had its advantages and disadvantages. The prototype of the twin-fuselage Fokker attracted the attention of a number of designers, and one of them was the young designer Alexander Sergeyevich Moskalev. His domain was mainly light sport machines and he often proposed very unusual solutions for his aircraft designs. He worked in various design teams where he proposed a number of very unusual projects that were mostly unused. Too often Moskalev designed designs that were ahead of their time and thus out of the mainstream.
At the time of the demonstration of the Fokker D-XXIII, he was working at Voronezh in OKB-31, this design office was part of Production Plant No. 18, young Moskalev immediately began work on a light fighter project of a similar concept to the aforementioned Fokker. His superiors were impressed with the project and Moskalev was able to start building a wooden mock-up, which was completed in 1939 and work on the prototype started immediately afterwards. The prototype was completed the following year and flown at the end of the year.
The new aircraft, designated SAM-13, was much smaller than the Fokker D-XXIII, and was powered by two Renault MV-6 six-cylinder engines, which were to be produced in large series under license in the USSR to power DOSAAF (Russian ДОСААФ) training and sporting machines. The aircraft was aerodynamically well designed and built, the landing gear was of the retractable nose type, the SOP was simple and was blown by airflow from the rear propeller.
During the first flights a speed of 560 km/h was achieved with the front landing gear wheel unretracted. The Soviet Air Force also tested the prototype (the famous test pilot Mark Gallaj participated in the tests). The SAM-13 was still blown in the wind tunnel at CAGI (ЦАГИ - Центральный аэрогидродинамический институт). A. S. Moskalev, who advocated its speedy introduction into the armament, was sternly rejected, stressing that the aircraft was unarmed and the planned armament of four machine guns was weak. Moskalev was reportedly still trying to prepare the aircraft for a sports aircraft race, but these preparations were interrupted by the war.
The aircraft was subsequently destroyed in the evacuation to Omsk, a total of seven test flights were to be made.
