I 've just opened SF patch # 643711: refactoring and documenting ModuleFinder. The ultimate goal of this patch is to eventually move modulefinder into the standard library.

It is planned that Just and I use this as a workspace for coordinating and sharing the work to be done, but anyone is invited to jump in with comments or other stuff as well.
