Does Python officially support opsenssl < 1.0? Which OS uses such old version?

On Windows, Python embeds its own copy of openssl for example.

HMAC\_CTX\_copy() is not available in OpenSSL < 1.0\. My optimized code
won't run on OpenSSL 0.9.8\. IMHO it's important to understand that some
code may complete in \~100ms instead of \~30ms.
