Does the (optional) addition of bash to Windows 10 have any impact on this?

It'll be something that Windows developers can't count on their users having for a good while, if ever, but if you can control the deployment environment, then you might. And it would be VERY tempting for "posix-focused" developers that want to run their code on Windows.

So it would be nice if the "new" approach worked well with bash on Windows.
