How to submit a paper

arXiv posting

To submit a paper to the journal, you first need to post it to arXiv, formatted in LaTeX. (Do not use ToCTeX formatting (ToC style).) Select the CC-BY license when prompted. If you have difficulty with this part of the process, contact the editors at email . You will get an arXiv identifier, like "arXiv:1812.08731" and a version number, like "v1". The full arXiv identifiercombines these two elements, like "arXiv:1812.08731v1" (no space).

The cover letter

Once the paper has been posted on arXiv, send a cover letterin plain textby email to email with the following content:

Subject: ToC cover letter [full arXiv identifier]
(without the brackets)

Cc: (all coauthors)

Body of cover letter:

Final typesetting

If the paper is accepted, you will need to edit the paper in ToCTeX format.
