The Blue Note album sells 395,000 copies in the U.S., according to Nielsen SoundScan, a 61% decline from 1.02 million copies it moved in its first week. Still, Jones’ 395,000 is good enough for the fourth-largest sales week of 2004.

Overall U.S. sales are down 27.7% from last week, with the music industry settling back into normalcy after the Grammy Awards and Valentine’s Day spurred a major boost last week. However, 2004’s upward trend continues, as sales best those of the comparable week last year by 8.2%. Year-to-date sales are up 12% over those of 2003.

Chicago-based rapper/producer Kanye West holds at No. 2 with his Roc-A-Fella debut ” The College Dropout.” The album sells 196,000 copies in its second week, a 55% decline from last week. The set has sold 637,000 copies in two weeks, and continues to front Billboard’s Top R&B/Hip-Hop Albums chart.

Evanescence’s “Fallen” (Wind-Up) jumps 7-3, equaling that album’s peak on The Billboard 200. After 51 weeks on the chart, “Fallen” still manages to move 127,000 copies, about a 30% dip from last week. Since its debut, the set has sold a whopping 4.2 million units.

OutKast’s “Speakerboxxx/The Love Below” (Arista) holds at No. 4 in its 22nd week on the chart, selling 122,000 copies, a 56% drop from last week. The duo’s “Hey Ya!” fronts Billboard’s Hot Digital Tracks chart for the 19th week.

Kenny Chesney’s “When the Sun Goes Down” (BNA) rounds out The Billboard 200’s top-5 with a 3-5 drop. Sales are down 67% to 115,000 copies. Josh Groban falls one slot to No. 6 with his “Closer” (Reprise), whose sales dip about 51% to 113,000 copies.

New Jive artist Eamon arrives at No. 7 on The Billboard 200 with his first offering, “I Don’t Want You Back.” The debut from the 20 year-old R&B singer sells 106,000 copies. Lead single “F**k It (I Don’t Want You Back)” has been the best-selling single in the U.S. for nine weeks, and has moved 111,000 copies to date.

Twista holds at No. 8 on The Billboard 200 with his Atlantic set “Kamikaze.” Sales are down 32% to 103,000 copies. Fueled by hit single “Slow Jamz,” which also appears on the Kanye West set, “Kamikaze” has sold 740,000 copies in four weeks.

“The Very Best of Sheryl Crow” (A&M) scoots 11-9, surviving a 34% dip to 73,000 copies. Rock act Incubus slides one to No. 10 with “A Crow Left of the Murder” (Immortal/Epic), suffering a 47% hit to 65,000 copies.

Also debuting on the chart this week is the latest from the Indigo Girls, “All That We Let In” (Epic), which bows at No. 35 with 34,000 copies. Further down, the Hollywood Records soundtrack to “Confessions of a Teenage Drama Queen” enters at No. 56 with 23,000 copies.

Another soundtrack, the Maverick-companion to “50 First Dates,” wins the chart’s greatest-gainer honors. Sales are up 73% from last week to 39,000 copies, thanks largely to 311’s cover of the Cure’s “Love Song,” which is getting heavy rotation on MTV.
