Improving governance of tenure is the objective of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (Guidelines), which serve as a reference and set out principles and internationally accepted standards for responsible practices. The Guidelines state that responsible investments should do no harm, safeguard against dispossession of legitimate tenure right holders and environmental damage, and should respect human rights. This technical guide on Respecting free, prior and informed consent (FPIC) sets out practical actions for government agencies to respect and protect FPIC and for civil society organizations, land users and private investors globally to comply with their responsibilities in relation to FPIC, as endorsed by the Guidelines.

###### Value-driven transformation of agrifood systems

Uncovering the true cost of food is the first step in making agrifood systems more inclusive, resilient and sustainable. As The State of Food and Agriculture 2023 revealed, agrifood systems activities generate significant benefits for society, but also have negative impacts on economic, social and environmental sustainability. The quantified hidden costs of agrifood systems amount to around 10 percent of global gross domestic product. Therefore, strategic action is necessary, and all agrifood systems actors ‒ from producers and agribusinesses to consumers and governments ‒ have a crucial role to play.While transforming agrifood systems would yield a net global gain, the benefits and costs would be unevenly distributed among stakeholders and countries over time. The State of Food and Agriculture 2024 builds on the findings of the 2023 edition, delving deeper into the use of true cost accounting assessments of agrifood systems and identifying policy interventions aimed at transformation. Using updated global datasets, the report confirms previous estimates of the quantified hidden costs of agrifood systems and provides a detailed breakdown of the hidden costs associated with unhealthy dietary patterns and non-communicable diseases for 156 countries. These findings are analysed through the lens of six agrifood systems categories to take into account various outcomes and hidden costs that require different policy interventions. Case studies offering in-depth assessments of country, local and value chain contexts illustrate the economic, social and environmental impacts of current practices to guide policy interventions. Crucial to all contexts is the need for inclusive stakeholder consultations to inform interventions and reconcile power imbalances and trade-offs.

###### Financing to end hunger, food insecurity and malnutrition in all its forms

Six years from 2030, hunger and food insecurity trends are not yet moving in the right direction to end hunger and food insecurity (SDG Target 2.1) by 2030. The indicators of progress towards global nutrition targets similarly show that the world is not on track to eliminate all forms of malnutrition (SDG Target 2.2). Billions of people still lack access to nutritious, safe and sufficient food. Nevertheless, progress in many countries provides hope of the possibility of getting back on track towards hunger and malnutrition eradication. Implementing the policies, investments and legislation needed to revert the current trends of hunger, food insecurity and malnutrition requires proper financing for food security and nutrition. Despite a broad agreement on the urgent need to increase financing for food security and nutrition, the same cannot be said for a common understanding regarding how this financing should be defined and tracked. The report provides a long-awaited definition of financing for food security and nutrition and guidance for its implementation. There are recommendations regarding the efficient use of innovative financing tools and reforms to the food security and nutrition financing architecture. Establishing a common definition of financing for food security and nutrition, and methods for its tracking, measurement and implementation, is an important first step towards sustainably increasing the financing flows needed to end hunger, food insecurity and all forms of malnutrition, and to ensure access to healthy diets for all, today and tomorrow.

This publication provides an overview of the major climate-related risks and greenhouse hotspots in agrifood systems and synthesizes in seven key findings the main climate change adaptation and mitigation strategies being set forth in nationally determined contributions (NDCs) to address them. It also takes stock of the underpinning governance, knowledge and capacity and finance needs articulated to enable climate action in agrifood systems. Lastly, ahead of the global call for third-round NDCs expected to be submitted by all countries in 2025, these key findings serve to inform enhanced ambition, action and support of the mitigation, adaptation and climate finance ambition gaps in agrifood systems.

City region food systems: Responding to shocks and stresses

In response to recent shocks and stresses on city region food systems (CRFS) across the world, FAO conducted a global survey between June and July 2022 in collaboration with City Networks such as C40, ICLEI, the Milan Urban Food Policy Pact, the Resilient Cities Network, and UCLG.This survey was designed to identify effective responses to shocks and stresses, with the goal of enhancing the resilience and sustainability of CRFS. The survey targeted a wide range of food system actors, including local governments, aiming to better understand the most significant impacts of recent shocks, document the diversity of responses, highlight key characteristics of CRFS that facilitated these actions, and assess whether these interventions have contributed to greater resilience and sustainability.The survey received 182 responses from 147 cities, offering valuable insights into the resilience and adaptability of city region food systems in the face of ongoing global challenges.
