This table of contents is mostly abbreviated from the more replete one, and corresponds to the way I have divided up the text into web pages.
In the hopes of shortening the download time, where Bentham divided chapters into sections I have done so as well. For the same reason, I have divided Chapter 11 into parts, tho' Bentham had not done so, and have done the like for sections two and three of Chapter 16.
