History:
(Exiles I#85 (fb) - BTS) - Brother Mutant, a single entity formed from the merging of five mutants, threatened Earth-127. This prompted the multiversal-meddling Timebreakers, using distorted logic, to assemble squads of alternate universe Wolverines to take him down. One such squad included "Snikt the Clown" from Earth Earth-5116. The Mesmero component of Brother Mutant easily overcame each Wolverine sent against the composite villain and they became part of a vast army of Wolverines controlled by Brother Mutant.
(Exiles I#86) - One new squad of alternate Wolverines, aided by the displaced Exiles, led to Brother Mutant's downfall. The death of Brother Mutant released all Wolverines, including "Snikt", from the villain's control, leaving the clown momentarily disoriented, then surprised at seeing the young James Howlett (from Earth-1880) slicing him up.
(Exiles I#86 (fb) - BTS) - The Timebreakers and the Exiles returned all the surviving Wolverines to their home dimensions.
Comments: Created by Tony Bedard (writer), Paul Pelletier (pencils), Rick Magyar (inks).
The intro summary page for Exiles I#86 identified that all of Brother mutants's thralls were Adamantium enhanced.
"Snikt the Clown" was not named in-story; his name is derived from the badge on his braces. Given the large "X" on his belt buckle, it's fairly safe to say he was part of his reality's X-Men (or maybe a circus-themed X-team).
I think it would be interesting/creepy if his world consisted entirely of clowns. And maybe that Earth's Obnoxio was the only non-clown. Presumably Snikt is wearing clown make-up ... or not...
And, of course, "snikt" is the distinctive sound that Wolverine's claws make when they unsheathe from his forearms.
