OHR and SFOR receive a report on Orao scandal
On Monday, the OHR and SFOR received a supplementary report on the Orao scandal from the RS Supreme Defence Council, and are analysing this report. "SFOR is in the process of translating this report, after which SFOR and the OHR will analyse it," said Dale MacEachern, SFOR spokesperson. He said that the OHR and SFOR would not comment on the report until this process was completed. OHR spokesperson, Vedran Perisic, said certain steps regarding the Orao scandal could be taken after the meeting of the Peace Implementation Council Steering Board in Brussels on 28 March. A dog bites a Canadian SFOR soldier during a search of a house in Glamoc
During a search of a house in Glamoc, a Schnauzer dog named Gari, owned by Josip Lucic, bit a Canadian SFOR soldier on his leg. This happened when the soldiers seized a registered hunting rifle from the house. In this area, it is normal to go to the doctor's and clean the wound if you are bitten by a dog. It has never occurred to anyone to make a fuss about this. But, Canadian SFOR members took this matter seriously. According to Ivo, Josip's son, Canadian soldiers came twenty times to take a photo of Gari and his owner from a distance. They asked for observation of the dog by the veterinarian station to establish whether the dog was vaccinated against rabies. After a ten-day observation of the dog, the veterinarian station sent a report to SFOR which stated that Gari was vaccinated against rabies and that no symptoms of rabies had been observed. During journalists' visit to the Lucic family, Gari did not seem to be aggressive, as reported by the veterinarian office. He was even ready to pose. Journalists did not manage to find out whether this was because he realised that the journalists did not have ill intentions or simply because he got used to being photographed. The veterinarians who said that Gari was aggressive did not comment on the aggressive behaviour of SFOR soldiers. (Photo on page 18)

US Ambassador to BiH, Clifford Bond, on report on Orao matter
Asked about Orao scandal, Mladen Ivanic, BiH Minister of Foreign Affairs, said that he had nothing new to say about this. However, US Ambassador to BiH, Clifford Bond, sent a message that although he had not read the report by the RS Government on the Orao matter, he expected it to answer two key questions: Who is personally responsible for the scandal and what systematic changes are necessary to make in order to prevent similar violations of UN resolutions in the future. Return to some villages slowed down because of the SFOR military range in Glamoc
(Full translation) The return of the Serb population to some villages in the Glamoc municipality has been stopped or slowed down because of the VF and SFOR military ranges in Glamocko polje. According to Jovo Paripovic, Assistant to the Head of this municipality, both military ranges cover about 15 villages and twice as many hamlets. The unresolved status of the military ranges has slowed down the return of pre-war inhabitants who wanted to return to this area from the RS several years ago. Paripovic said that these people were returning spontaneously to the zone within the military ranges, and that four houses had been reconstructed in that area because their owners had to leave the RS, where they were evicted from the apartments they were occupying. "The Federation Ministry of Defence has not met its obligations regarding the payment of compensation for using these people's land. Some owners have received compensation, but payments were stopped because of a lack of funds," said Paripovic. He said that these people could not wait to see what the Federation Ministry of Defence would do to this end. That is why these people will return to their property in the area of the military ranges no matter what decision the Federation Ministry of Defence makes. Paripovic said that the VF range had been "somewhat relocated," which allows pre-war inhabitants to return to their homes. "The EU will finance the reconstruction of 70 returnee houses. The reconstruction work will start in spring 2003, when a mass return is expected," said Paripovic. Since the DPA was signed, approximately 4,500 inhabitants have returned to the area of the Glamoc municipality, 3,500 of whom are Serbs and about 1,000 Bosniacs. There are about 700 displaced Croats from several municipalities in BiH living temporarily in the area of this municipality. According to the 1991 census, the Glamoc municipality had a population of about 12,500, about 80% of whom were of Serb ethnicity. (Photo on page 17)

BiH will have more profit from its own airspace
Yesterday, Branko Dokic, BiH Minister of Transport and Communications, signed the Eurocontrol International Convention relating to Co-operation for the Safety in Air Navigation in Brussels on Tuesday. "By signing this convention, the process of BiH's accession to European organisations in the domain of air navigation has been completed. BiH will participate in the work of Eurocontrol, its decision-making process and the distribution of funds of this organisation," said Dokic. He added that BiH would participate in making decisions about overflight itineraries in Europe. "There is no need to reiterate that BiH will profit from overflights, because overflights are paid," said Dokic. (Photo on page 4)

Dragan Cavic presents supplementary report on Orao scandal: Punishing Sarovic, Ivanic or Dodik would be a new blow to the RS
Yesterday, Dragan Cavic, RS President, presented the supplementary report on the Orao scandal, saying that the report answers all the questions asked by COMSFOR General William Ward. He confirmed that some civilian and military companies in the RS had violated the UN arms-embargo against Iraq. Cavic said that neither Mirko Sarovic, nor the governments led by Mladen Ivanic and Milorad Dodik had known about the sale of military equipment to Iraq. "If the IC decides to punish them, it would be punishment for not knowing about the sale," said Cavic, saying that punishing Sarovic would be a precedent and a kind of political blackmail. "The RS has already indicted 17 people involved in the scandal and removed 10 officials including the VRS commander and RS Air Force commander," said Cavic. He said that the Orao deal had been masterminded in December 1999, when an Orao Institute delegation travelled to Iraq. "We have evidence that the delegation travelled to Iraq in December 1999 and July 2000, and that they were reporting to the Yugoslav Army HQ in Belgrade, and not the VRS HQ. They have been punished for that," he said. Cavic claims that, through SDPR Jugoimport in Belgrade, the Bratstvo factory in Novi Travnik exported barrels for multiple rocket launchers to Iraq, and the Vitezit factory in Vitez exported powder charge for long-range missiles. Tihic was asked to deny his camp imprisonment
In November last year, the Yugoslav Ambassador to BiH, Stanimir Vukicevic, requested that Sulejman Tihic, a member of the BiH Presidency, delete from his official biography and deny that he had been imprisoned in the Batajnica and Sremska Mitrovica camps, Oslobodjenje has learnt. Behind this arrogant request, as was revealed later on, was the Federal Secretariat for Foreign Affairs in Belgrade. The Secretariat considered that immeasurable damage was done to Yugoslavia's interests in the world by Tihic emphasising these biographic details. The official biography of the Bosniac member of the BiH Presidency, which contains data of his having been kept in Serbian concentration camps in Batajnica and Sremska Mitrovica from May to August 1992, was forwarded world-wide via the BiH diplomatic network. Information that on 14 August 1992 Tihic had been exchanged together with a thousand Vukovar citizens resounded like an explosion in Belgrade. In November, Vukicevic handed in a protest note to the BiH Ministry of Foreign Affairs, claiming that it was not true that such camps existed in FRY, nor was it proved in international circles.(Photo on p.3)

Seven hundred and fifty people arrested in Serbia
"Since 12 March, the day on which the Serbian Prime Minister Djindjic was assassinated, the Serbian police have brought in more than 750 people," stated Zoran Zivkovic, Prime Minister of the Serbian Government, yesterday. He said that most of these persons were being held in detention units. Yesterday, it was announced, indirectly though, that the Government of Serbia might dismiss the Unit for Special Operations very soon. The former commander of this Unit was Milorad Lukovic "Legija", the prime suspect in killing Zoran Djindjic. People are being arrested throughout Serbia, including Kula, Nis, Novi Pazar, Ljig and Valjevo. On Monday evening, the Serbian police confirmed that the show business star Svetlana "Ceca" Raznatovic had been arrested. She is said to have been in contact with "the Zemun gang", which is suspected of assassinating Prime Minister Djindjic. Thanks to anonymous phone calls and information gained in this way, Zoran Vukojevic "Vuk" and Dragan Ninkovic "Prevara" were arrested too. During the search of the building in Ljutice Bogdana Street no. 3, in which Ceca Raznatovic lives, a large amount of weapons and military police equipment was found. Among other things, 21 pistols of various calibres, three boxes of 7.62 calibre ammunition and approximately 5,000 pieces of military police equipment. (Photo on p.4)

Controls continued
According to Glas Srpski, all controls conducted by the RS Ministry of Internal Affairs so far have shown that no one belonging to the Zemun gang, which is suspected of killing Zoran Djindjic, is in the Republika Srpska. Yesterday, the RS MUP Information Bureau confirmed that the police continued to check cars and passengers, and all facilities that could possibly serve as a shelter to people who are being searched for by the Serbian law-enforcement bodies. Not a second to slacken off
"Individuals being protected by the RS Ministry of Internal Affairs are safe and we have no information of a possible threat to them," stated Boro Ljubanic, Chief of the RS Ministry of Internal Affairs Department for Security of Persons and Buildings, for the paper. "Owing to the assassination of the Serbian Prime Minister, Zoran Djindjic, all the units of the RS MUP have adjusted to the current situation. Among other things, security measures for those persons and buildings who are already being protected by the RS Police have been enhanced," explained Ljubanic. The RS Government made a decision to place under protection the President and two Vice Presidents of the RS, the Presidents of the National Assembly, the Premier, the Serb member of the BiH Presidency and the Chair of the Council of Ministers, if he is from the Republika Srpska. Buildings in which the protected individuals are situated - the Government building, the Parliament building, the building of RS Radio-Television and all diplomatic and consular offices - are also protected by the Police. Del Ponte: Djindjic told me they would kill him
"During our last meeting in Belgrade on 17 February, Prime Minister Zoran Djindjic spoke about the reforms he intended to implement in Serbia, in particular about the reform of the Army and the Police. Then, he suddenly said: 'They will kill me'," Carla del Ponte said in an interview with Republika from Rome. When she was asked whether Djindjic was a victim of The Hague, Del Ponte responded: "It is absurd to even think that. Arrests of Ceca Raznatovic, Dragan Ninkovic Prevara and Zoran Vukojevic Vuk confirmed
The Serbian police confirmed the Svetlana "Ceca" Raznatovic, who is said to have been in contact with a first suspect in the assassination of Prime Minister Djindjic immediately before and after the event, has been arrested. The Serbian Ministry of Internal Affairs confirmed that it had arrested Dragan Ninkovic "Prevara", one of the Zemun drug lords, and Zoran Vukojevic "Vuk", a former police officer from Grocka Police Department and the body guard of a second suspect, Dusan Spasojevic " Siptar", who is on the run. Ninkovic and Vukojevic put up resistance during the arrest and attempted to escape, but were overpowered by members of the special police units. According to a press release issued by the MUP, a lot of weapons were found in a specially made armoured bunker in Ceca Raznatovic's house. The Serbian MUP, in the presence of the Government's representatives, sealed the premises of a weekly magazine Identitet and barred it from functioning during the state of emergency in Serbia, Hina reported. Identitet is banned because it was financed by the prime suspect in the killing of Zoran Djindjic, Milorad Lukovic "Legija", the former commander of the Unit for Special Operations. Del Ponte: There was no understanding for my wish
"It is true, I wanted to be present at the funeral of Prime Minister Djindjic, but the Minister of Foreign Affairs of Serbia and Montenegro discouraged me. There was no understanding for my wish. I shall privately visit Djindjic's grave. Mr. Djindjic and I worked well together and I think that with his death I have lost a friend. As for the question of if I feel responsible for his death, I can only say - no. A lot of people from the time of Milosevic's rule have a role in what happened. War criminals are connected with the organised crime," said Carla del Ponte, the Hague Tribunal Main Prosecutor, at a press conference held at the UN headquarters in Geneva. When asked if she should re-consider her strategy ofapplying pressure on Belgrade, Del Ponte said: "It should be clear to everyone that I am not the one that selects a strategy. What do I do? About a hundred Bosniacs from Tuzla will provide logistical support for the US Army
According to Dnevni avaz, if there is a war against Iraq, at least a hundred Bosniacs from Tuzla and its surroundings will participate in this war indirectly. About 50 Tuzla residents on service contracts with the US company Brown & Root have already left for the Persian Gulf, while another group is getting ready to leave the country. Bosnians of all kinds of professions, such as mechanics, electricians and cooks, will provide logistic support to US troops in the Persian Gulf. These 50 Bosnians will be deployed in several US bases in Kuwait, Uzbekistan, along the borders between Turkey and Iraq and Jordan. An interviewed 28-year-old told the paper that his base salary was $ 3,000, and that it could exceed $ 4,500 with overtime included. US Deputy Assistant Secretary of State for European Affairs visits Sarajevo: Assistance will not be reduced
"Despite the events related to the Iraqi crisis, the US will remain considerably engaged in BiH in political and military terms, and continue to provide assistance," said Janet Bogue, US Deputy Assistant Secretary of State for European Affairs, after her meeting with Mladen Ivanic, BiH Minister of Foreign Affairs, in Sarajevo on Tuesday. They discussed the situation in BiH, in the region and world events. Ivanic said that it was in the interest of BiH for the US to remain in the country, and that this was especially important for its citizens to be able to feel safe. Commenting on the Iraqi crisis, Ivanic said that it was necessary to disarm Iraq, but that it was not up to BiH to decide on the way in which disarmament would take place, although BiH would like to see all the sides working together on this. He said that he had a hope that a peaceful solution to the Iraqi crisis would be reached before the deadline by the US ran out, but that this depended on the stance of the Iraqi leadership. The country lost big money because of Bicakcic
Seven criminal charges have been filed against Edhem Bicakcic, the former Federation Premier, the former SDA Vice President and the former Director of BiH Elektroprivreda. The total sum resulting from the abuse of budget and public funds amounts to an unbelievable KM 23,375,000.00. The eighth criminal charge, for abuse of position and misappropriation of funds, will be filed by the end of this month. The sole reason that not one case has been solved since 2001 is an unacceptably slow decision-making process on the matter of Bicakcic's right to immunity, which he invoked since he was the Federation Premier at the time. Zenica Cantonal Court to try Tomo Mihajlovic from Teslic
The Zenica Cantonal Court, presided by Judge Mladen Veseljak, announced that the trial of Tomo Mihajlovic from Teslic would start on Wednesday. Milan Tupajic testified in The Hague as a potential indictee
The Serb Democratic Party deputy in the RS National Assembly, Milan Tupajic, made a statement to the Tribunal Prosecutors as a potential suspect for crimes committed in the villages around Sokolac during the war, Nezavisne Novine has learnt from a source close to the Hague Tribunal. Tupajic made his first statement to the Tribunal in Sokolac two months ago, when he was questioned for 48 hours. (p.5)

Andjelic family's attorney announces a lawsuit against FBiH
Davor Silic, the Andjelic family's attorney, said that he would start a procedure to claim damage by suing the accused Muamer Topalovic and the Federation institutions after the verdict for Topalovic becomes legally valid. He considers that the Federation institutions had an obligation to protect the Andjelic family, as regulated by Annex VII of the DPA. "During the proceedings, I insisted that the murder of the members of the Andjelic family and the injuring of one member of this family was an act of terrorism. I still claim that the facts established fully correspond to the criminal act of terrorism because the Andjelic family is a returnee family, and returnees are protected under Annex VII of the DPA," said Silic. Clifford Bond, US Ambassador to BiH: Relations between the US and BiH will not be spoiled by war in Iraq (front-page story)
Clifford Bond believes that the war in Iraq will not spoil relations between the US and BiH. He denied allegations that the US was interested in the reserves of oil in Iraq, and not in establishing a democratic society there. He said that the US Emabssy did not intend to take additional security measures if Iraq was attacked. As to the recent actions against Milovan Bjelica and Momcilo Mandic, believed to be involved in the network supporting Radovan Karadzic, Bond refused to comment on the details of the operations carried out last week. He expressed his belief that US institutions and banks would work together to carry out the decision on freezing their assets. He said that feelings but also evidence of the SDS supporting Karadzic are harmful for the credibility and even legitimacy of the RS. Bond said that the US Administration had a clear stance towards BiH. "We want your country to join the Partnership for Peace Programme. In order to accomplish that, BiH must have a single command structure and a unified civilian control of military capabilities. This does not mean a single army, but it does mean a single command and control of military capabilities at state level," he said. Commenting on the Orao scandal, Bond said that he had not seen the supplementary report compiled by the RS authorities, but he emphasised that so far they have not provided credible information. "The reports submitted earlier did not answer the question of who is politically responsible," said Bond. "The HR has announced that he would put an end to the scandal before the end of the month. Some decisions on individual political responsibility are expected, but also some changes to the system, so that the same mistakes and violation of UN sanctions would not be repeated," he added. He refused to speculate whether the HR would hold Sarovic, Cavic or Ivanic responsible for the Orao scandal. However, he clearly said that Sarovic had been linked with the Orao scandal. Commenting on the alleged gentlemen's agreement between Richard Hoolbroke and Radovan Karadzic, Bond said that he knew nothing about it, and that he does not believe that some secret talks had been held or that some agreements had been reached. Mirko Sarovic, Chair of the BiH Presidency: If I can be removed now, then we should ask ourselves whether we have a state
"If somebody thinks that it is normal that the head of a state can be removed in this way, then the problem is not in the High Representative but in ourselves. We should then ask ourselves whether we have a state, and the minimum amount of sovereignty," said Mirko Sarovic, Chair of the BiH Presidency. He said that Milorad Dodik had called for his removal because Dodik could not accept that he had lost the presidential elections in the RS. As to the Orao scandal, Sarovic said that he had not had contacts with the Orao Institute, nor had he ever been there. "They did not have to report to me, nor did I have authority over them," he said. He claims that political responsibility for the Orao scandal rested with the VRS commander and with the RS defence minister who have already resigned, as did some other officials in the VRS and RS Defence Ministry. "BiH does not need further destabilisation of the situation through the Orao scandal," he said. Asked to comment on NATO requests for the formation of a joint command structure for the armed forces in BiH if BiH was to join the Partnership for Peace Programme, Sarovic said that he and the RS political leadership supported the admission of BiH into the PFP Programme. "The basic conditions for joining the PfP programme are the establishment of democratic and parliamentary control of defence and security institutions at state level, the establishment of parliamentary control of the entity armed forces, the formation of a civilian command structure at state level, the establishment of institutions at state level and the establishment of one point of contact for NATO officials. Furthermore, one of the conditions is additional reconstruction of the armies in both entities to meet NATO and EU standards. This means that these conditions do not pronounce categorically that BiH needs a single defence ministry and a single military command structure at state level. The essence is important, not the form," he said. "We believe that the essence has been accepted by the formation of the Standing Committee on Military Matters. We hope that working together with NATO representatives we will achieve the required capacity of the SCMM for the admission into the PfP programme," said Sarovic. As to SFOR and OHR actions against those supporting Radovan Karadzic, Sarovic said that the RS authorities had already taken actions against all those indicted for war crimes. "None of them enjoys the support of the RS authorities," he emphasised, adding that the SDS has distanced itself from all war crimes suspects. "Karadzic has no influence whatsoever on SDS policy," he said. Sarovic also denied allegations that he ensured the appointment of Risto Zaric as the Director of the RS Intelligence Service. "Zaric was appointed by the RS government, and he is accountable to the government," he said, adding that the Federation media had speculated that Zaric was one of the officials loyal to him (Sarovic). HR calls on BiH authorities to take decisive action on economy
"Bosnia and Herzegovina faces disaster if the authorities do not act quickly and systematically to improve the business environment and attract investment," High Representative Paddy Ashdown told an audience of international and domestic investors in Sarajevo on Tuesday. The High Representative said that if BiH wanted to follow the path taken by successful transition countries it must get business-friendly legislation onto the statute books and eliminate job-destroying legislation, create a single economic space, and establish a single customs service and a countrywide VAT system. "BiH must welcome investment with open arms, instead of viewing it with suspicion and reserve," said Ashdown, and warned: "The world economy is not strong at the moment, and the events of the next 48 hours may create further uncertainty. It is not a good time to be looking for the investment BiH needs. And the murder in Belgrade a week ago will not have helped the reputation of the Balkans. So we are fighting against the stream. Our challenge is considerable, but simple. It is to make BiH the most friendly country in the Balkans for business and investment - and to start immediately." Ashdown flirts with nationalist parties
The New Croat Initiative's (NHI) Main Board has issued a press release saying that the High Representative Paddy Ashdown's flirting with nationalist parties had proved to be a mistake. At this moment, when the SDA is prevented from establishing an absolute authority of its party all over the place, and from turning the intelligence service into their party's spying apparatus, and from appointing the management in profitable companies, which will, following the example of the "HDZ, SDA and SDS Elektroprivredas" divert the funds into party pockets for expensive campaigns and luxurious villas, this party has started using blackmail. "An SDA ultimatum to the general public was actually a threat to the HR, aimed at intimidating him and thwarting his efforts to finally regulate state and entity-level public offices by law, and to appoint public officials who will perform their duties professionally and in the interest of citizens, instead of political parties. This is a good example of a mistake the HR has made in his assessment that it was possible to build a democratic society with these parties, according to the standards of a free and democratic world," the NHI stated in its press release. OHR has no obligation to explain its decisions
The OHR dismissed accusations made by the SDA that it was carrying out the verification process of nominated candidates for senior positions in a non-transparent way. "At a meeting just before the past elections, the OHR told all the parties that it would not explain the reasons why some nominated candidates did not pass the verification process. The fact is that the SDA and HDZ were pressuring the IC, given that no party members will be able to appoint members of their party or their relatives to senior positions," said an unnamed source of Nezavisne Novine. He explained that he wished to remain anonymous because an agreement had been reached with the parties about not making statements about this matter in public. Elmir Jahic, SDA Vice President, said that he did not know that such an agreement existed. "We will insist that the OHR explain why some candidates did not pass the verification process. This information has to be available at least to a narrow circle of people and the party leadership," said Jahic, adding that he could understand why the OHR had more information available than the SDA.
