By the provisions of article 181 of the Constitution and Sections 55 and 56 of the Public Financial Management Act, 2016 (Act 921), the terms and conditions of all government borrowings shall be laid before Parliament and shall not come into operation unless the terms and conditions are approved by a resolution of Parliament in accordance with article 181 of the Constitution; 2. Pursuant to the provisions of the said article 181 of the Constitution and Sections 55 and 56 of the Public Financial Management Act, 2016 (Act 921), at the request of the Government of the Republic Ghana acting through the Minister responsible for Finance, there has been laid before Parliament a Term Loan Facility Agreement amongst the Government of the Republic of Ghana (represented by the Ministry of Finance), Deutsche Bank AG, Frankfurt (as Arranger and Original Lender) and TMF Global Services (UK) Limited (as Facility Agent) for an amount of Thirty-Eight Million, Nine Hundred and Twenty-Eight Thousand, Eight Hundred and Ninety-Eight Euros (€38,928,898.00) to finance the Construction and Equipping of 40-Bed District Hospitals at Ayensuano, Effiduase and Offinso, and the Completion and Equipping of Old Tafo Maternity and Kumasi South Maternity Blocks. MOTION That this Honourable House adopts the Report of the Committee on Health on the Engineering, Procurement and Construction Agreement between the Government of the Republic of Ghana (represented by the Ministry of Health) and Golden Mainland Ghana Limited for an amount of Thirty-Eight Million Euros (€38,000,000.00) for the Construction and Equipping of 40-Bed District Hospitals at Ayensuano, Effiduase and Offinso, and the Completion and Equipping of Old Tafo Maternity and Kumasi South Maternity Blocks. (Chairman of the Committee) 17. RESOLUTION WHEREAS 1. By the provisions of article 181(5) of the Constitution the terms and conditions of any international business or economic transaction to which the Government of Ghana is a party shall not come into operation unless the said terms and conditions have been laid before Parliament and approved by Parliament by a Resolution supported by the votes of a majority of all Members of Parliament; 2. Pursuant to the provisions of the said article 181(5) of the Constitution, and at the request of the Government of Ghana acting through the Minister responsible for Health, there has been laid before Parliament the terms and conditions of an Engineering, Procurement and Construction Agreement between the Government of the Republic of Ghana (represented by the Ministry of Health) and Golden Mainland Ghana Limited for an amount of Thirty-Eight Million Euros (€38,000,000.00) for the Construction and Equipping of 40-Bed District Hospitals at Ayensuano, Effiduase and Offinso, and the Completion and Equipping of Old Tafo Maternity and Kumasi South Maternity Blocks. THIS HONOURABLE HOUSE HEREBY RESOLVE AS FOLLOWS: In accordance with the provisions of the said article 181(5) of the Constitution this House approves the Engineering, Procurement and Construction Agreement between the Government of the Republic of Ghana (represented by the Ministry of Health) and Golden Mainland Ghana Limited for an amount of Thirty-Eight Million Euros (€38,000,000.00) for the Construction and Equipping of 40-Bed District Hospitals at Ayensuano, Effiduase and Offinso, and the Completion and Equipping of Old Tafo Maternity and Kumasi South Maternity Blocks. PRIVATE MEMBERS’ MOTION That this Honourable House investigates the recruitment practices of the state security agencies of Ghana between the period 2013 and 2020 and to establish the levels of transparency and fairness of those practices and make consequential recommendations. PRIVATE MEMBERS’ MOTION That this Honourable House investigates the ethnic, gender, regional and other sectional backgrounds of persons recruited into the security forces since January 1993, to establish the level of ethnic, regional and gender balance in the recruitment and appointment to such public offices, and make appropriate recommendations. PRIVATE MEMBERS’ MOTION That this Honourable House investigates the inappropriate interferences by members of the state security agencies of Ghana in the Presidential and Parliamentary Elections of Ghana in 2020, and in particular, the violence perpetrated against citizens, causing injuries and leading to loss of the lives of Tajudeen Alhassan (39 years), Abdallah Ayaric (18 years), Emmanuel Dompreh (36 years) Samira Zakaria (36 years), Ibrahim Abass (30 years), Rita Otto (15 years), and Fuseini Musah (14 years) in the 2020 Elections and make consequential recommendations. PRIVATE MEMBERS’ MOTION That this Honourable House investigates the alleged interferences by some Members of the security agencies and some vigilante groups before, during and after presidential and general elections since 1993 resulting in injuries and loss of lives and make consequential recommendations. PRIVATE MEMBERS’ MOTION That this Honourable House constitutes a bi-partisan committee chaired by a Member of the Minority Caucus to (i) investigate the conduct of the confirmation or approval process by the various Assemblies of the President’s nominees for the position of Chief Executive for the Metropolitan, Municipal, and District Assemblies (MMDAs) in the following Assemblies (i) Sekyere/Kumawu (ii) Assin South (iii) Cape Coast (iv) Awutu Senya West (v) Sefwi-Bekwai-Anhwiaso (vi) Juaboso (vii) Shama, and any other Assembly where violence or disruption occurred; (ii) enquire into the circumstances leading to the deployment of huge numbers of police and other security personnel who obstructed or prevented some Honourable Assembly Members from participating in the voting process, and Members of Parliament from witnessing the exercise as ex-officio members; (iii) determine whether laid down procedures were followed or abuses occurred during the process; and (iv) make consequential recommendations for the consideration of the House.
