1986 (not held)

Somalia was the original host, but withdrew due to "financial constraints". Kenya then made an offer to host it but CECAFA instead asked Malawi, due to the "unreliable state of Kenya's offer" (apparently based on Kenya's withdrawal from hosting the CECAFA youth tournament the same year). Malawi declined due to short notice. CECAFA asked Sudan as a last ditch effort, apparently without success. Then Uganda made an offer to host it, on condition of financial guarantees of some sort, but this never materialized either.
