Summary:Monterrey's memorandum follows the Carmelites' audience with him and insists that they send two pairs of missionaries into New Mexico at their own expense. The Carmelites' reply states that the Viceroy had prevented them from sending friars to New Mexico, the Californias, or the Philippines, as was their first purpose. They had, however, in their 16 years in New Spain, set up a college and 6 monasteries. They suggest that Carmelite friars be allowed to accompany the expedition to the Californias, i.e. the second expedition of Sebastian Vizcaino
