Summary:Sending him a packet that includes "a Copy of a Letter from Col. Marion of So. Carolina, the Examination of a Soldier of the Virginia Militia, wounded and taken the 16th ult'o; and a Copy of my last Letter to Governor Jefferson. These Papers with the Information Col. Hall will give your Excellency, will sufficiently inform you of the State of Affairs here;" reporting on a "Glasgow Ship" that was captured and taken into Cape Fear which "has a great assortment of every thing the Army is in Want of; She is every Hour expected at Wilmington, when the Goods I have demanded will be forwarded here;" informing him that a portion of the costs involved "will be required from your Treasury.;" saying he has written to Congress and to General Washington "to keep a very exact Watch upon Sir Harry Clinton, and if possible prevent the Success of any Design he may have this Way. Portsmouth in Virginia, is, I am convinced an Object the Enemy set their Hearts upon. no Time or means should be left or misapplied to defeat their Intentions; if the late Arrival of the second Division of the French Fleet should prevent any Attempt upon new York this Year, Congress cannot be too early in strengthening the Army in the Southern Department; and could the Fleet of our Allies be prevailed upon to winter in some Port in Chesapeake Bay; it would effectually Secure Virginia, & your State; but this should be a Secret to all but those who must be told of it."
