The Attalid kings possessed a small enclave on the European side of the Propontis, which was given to them by the Romans after the defeat of Antiochos III. The ancient name of the town in the enclave, where this and the following two inscriptions were found, is disputed - it was either Bisanthe or Panion; see G.M.Cohen, "The Hellenistic Settlements in Europe, the Islands, and Asia Minor", page 87 ( Google Books ).
An earlier date of 172 B.C. has been suggested for OGIS 302-304 by W.S.Ferguson, "The Premature Deification of Eumenes II". In that year, there were strong rumours that Eumenes had been killed near Delphi, which prompted his brother Attalos to take temporary control of the kingdom ( Liv_42.16 ).
Demetrios son of Poseidonios dedicated this on behalf of king Eumenes Philadelphos, god and benefactor.
