1. Yes, only the installation directory, because that's the only
   directory we create. Scripts is created by distutils/packaging, but
   perhaps we could add it since it is widely used. Anyone have an
   opinion?

Fine with me. To create an empty directory, an entry into the CreateFolder table needs to be made. This isn't yet supported in msilib.py, but should be a method on Directory.
