Thanks for notifying me. The tracker currently doesn't send notifications if you only set the assignee, but don't include a message. I hope this will be fixed soon.

The nonzero() is unproblematic. The keys() produced in this way will have an unpredictable order, while the original way preserves the order of names in self.list. I don't know whether that would cause problems.
