Pierre L'Enfant Flag (1783). As depicted in the postage stamp, it has 13 red/white stripes with blue canton bearing 13 five-pointed stars in an oval. Original painting shows gold stars.

I found in [ric82]:
A stars and stripes with seven white and six red stripes and a blue canton with an oval of 13 5-point stars is shown in an original drawing by Major Pierre Charles L'Enfant. This was made for the diploma adopted on June 10, 1783 by the Society of the Cincinnati. The canton of the flag of the diploma was changed shortly thereafter to the eagle, stars and stripes.
