I wonder if "~" in your path screws things up.
"test-image" also passes for me on current jdk/jdk:
~/trunks/jdk-jdk $ CONF=linux-x86_64-server-fastdebug make test-image ... Finished building target 'test-image' in configuration 'linux-x86_64-server-fastdebug'
