Yes, there is an Oracle-internal directory location where the zip files are stored and where the build looks for the files by default.
Otherwise, for a build outside of Oracle, you can run with ALLOW_DOWNLOADS=true or download the file into a directory named by the the DROPS_DIR variable (which is what I do for my builds).
