There are several flavors of ISO date/time format at
http://www.w3.org/TR/NOTE-datetime or we can just choose YYYY-MM-dd HH:mm:ss zzz BTW, the jar command is using the same format ...
Changing the jarsigner command to use the same format as the jar command makes the most sense to me.
