Agreed.

But previously this was only a special exception for jsr-292 and now we seem to be generalizing it without there being any proper discussion to ensure all the right pieces are place to do this and so that everyone knows what is being done.

I hope this "new" process can work both ways, push changes into the hotspot repo from TL.
