The update to ZipFileSystem and the policy file look good to me.

I only skimmed over the test changes and agree with the the comments that tests usually just want to configure the policy for the test and not have to repeat the grants in the system policy.

A minor comment on the policy files is that there is mix of indentation styles (4 and 8 in the same file in some cases). There is also inconsistent indentation in Ext_AllPolicy.java (pre-dates your changes).
