I suppose this applies to proprietary systems like Windows. If you have a GNU/Linux/etc. system you're not well advised to use a "portable" binary: you'll be using the appropriate package. (There are lots of good reasons for this; in particular, it'll have been TCKd in that environment.) So the issue of binaries boils down to Windows/Mac, I think.
