It should be simpler to increase them on a regular cadence.
That way, everyone can plan for it, and have about 6 months to adjust. In the opportunistic case, it could be a much shorter runway if a language or VM change requiring class file format changes and consecutively a bump in the language/class file versions comes in late during the development of a new release.
