Please review these changes for JDK 11 L10n resource file update message drop 10.

Since JDK11, we support only Japanese and Simplified Chinese. This is the first message drop for JDK 11 release, so this webrev has the updates for the resource files, especially the properties files of jdk tools, since JDK 10 released.
One file is new added: src/jdk.compiler/share/classes/com/sun/tools/javac/resources/launcher.properties
If you add a new resource file into JDK 11 repo, and not find the localized version here, pls let me know,
