With the recent Jira upgrade to JBS, there were two improvements to the CSR functionality:
CSRs can now be created for Backport issue types. When a change is being made to multiple release trains, but the nature of the fix differs in the different release trains, separate CSRs should be filed for each distinct change.
When a CSR is first created, the same window is opened as when an issue is "Edit"-ed. This allows easy access to all the fields of a CSR, including compatibility impact and scope.
