See the Contribution Guide (http://openjdk.java.net/contribute/). You'll need to have your OCA signed, then it's a good idea to discuss the bug / change on the appropriate mailing list (which would be core-libs in this case I think).
Assuming everyone is in agreement with how it should be implemented, you'd submit a signed patch via the webrev tool (hopefully this is explained in the contribution guide).
If you get stuck then the adoption-discuss mailing list is a good place to go for help.
