Replying to yourself is generally bad form, but in this case I'm correcting myself.

7u4 is now available according to <http://www.oracle.com/us/corporate/press/1603497>, but the download page still references 7u3.

http://jdk7.java.net/archive/7u6-b07.html is what you want if you can't wait for the main download page to be fixed.
