The last time this topic was brought up at Apple was a long time ago. I believe that the policy regarding loading out of the current working directory may have changed on Windows recently, but I could also be mistaken. Obviously, we do not merge platform-specific Windows code into our Mac OS X Java SE 6 and we are also not inclined to make any disruptive changes to Java SE 6 for the Mac, since the product is deprecated, near EOL, and all the focus is on Java 7. Just a file a bug, and let Oracle decide on the policy for Java 7, since they have to weigh the compatibility, security, consistency, and documentation costs across all of their supported platforms. OK, will do, probably tomorrow on the macosx-port JIRA(? please correct if wrong place)
