I can use in the meantime, does this sun.jnu.encoding workaround fix this issue, I'm using appbundler rather than webstart so I assume I can use this if it works. I'll have to defer this one to Scott as I don't know whether there is a work around for appbundler or webstart. For standalone apps then you can set the appropriate locale.
I cannot even find 8003228 in the bug tracker. I just checked and it turns out to be just bad timing (some maintenance going on at bugs.sun.com at the moment, should be up to date later today).
