Yes, JDK 7 32 bit builds with the Express version of VS2010 The free SDK is needed for the 64 bit compilations since Express is 32 bit only I made sure of all this when doing the VS2010 upgrade and the build readme even says so ..
There are closed portions in java plugin that don't build with Express but that shouldn't matter to you.
