There is a project on Sourceforge that translated IDLE into Turkish, but I haven't tried it yet: http://sourceforge.net/projects/pyidlelif/
I can't read turkish, but this looks to me like a fork of the code (seing plenty of turkish phrases in comments or strings) :-/
IDLE has a lot of hard-coded phrases scattered throughout the code. It's perfectly doable to add multi-language support. However, keep in mind that Tk itself has a problem with non-BMP unicode characters. See http://bugs.python.org/issue14200 which provided a work-around.
OK, I guess that for a start and my immediate needs for french language, this shouldn't be a problem.
It looks like Damien Marié has started with a solution based on gettext that looks nice to me, even though I'm not so much anymore a Python expert : http://bugs.python.org/issue17776
After a few tests, it looks like I can translate messages in a .po file and get them displayed in french in the menus on the 2.7 branch :-)
Looks promising :-)
