I think the argument started because Collin's PEP actually went further than that, and asserted that there wouldn't be any problems created by this lack of specification, for reasons which are highly debatable. Not surprisingly, a high amount of debate on that point ensued.
If the PEP simply said something like "We'll look at this again after we've had some experience", it might not have been so controversial.
